1 Call to Order
- Introductions: Joanne Dennissen, Janet and Jeff Jenrich, Katie Otto
-Roll Call: Members Present: Barbara Smith Baker, Johanna Chworowsky, Larry Clark, Ken Hobbs, Scott Johnson, Hope Oostdik, Andy Petraszak, Milt Strauss. Members Absent: Carl Glassford, Stan Smoniewski.
- Approval of Agenda - Changes were approved.
2. Secretary’s Report – Minutes from September meeting
- A motion to accept the minutes as amended was made by Larry and seconded by Hope. Motion carries.
3. Treasurer’s Report - Financial Statement and Membership Information
- Membership: 125 Family, 75 Individual, 4 Corporate memberships for a total of 204.
- Balances as of September 30 are: Lake Grant = $1,293.16, PayPal Checking = $662.95, RLIA Checking = $7,817.99, RLIA Savings = $4,281.51 for a total of $14,055.61.
4. Public Comment – 2 min timeline per person, 15 minutes allotted to this agenda item
- JoAnne Dennissen – Suggested that we put staggering terms on the next agenda (Note: By-laws committee is already considering this.) When and why was Korth Bay designated as a sensitive area? Does this still hold true? Can this be undone? Can we communicate simple topics to the RLIA membership? How many people volunteered when they applied for membership?
- Jeff Jenrich - Agendas and meeting minutes should be available on the web site before the meetings
- Jan Jenrich – Nothing has been updated on Web site since the Annual meeting except for the front page. The sub-sections have not been updated.
5. Correspondence
- Carolyn Heidemann - Suggested that RLIA meet in the large room downstairs rather than the smaller rooms upstairs.
- Fall Festival suggestions:
---Revisit storm drain labels: Some labels are worn and need to be re-done. Perhaps the boy scouts could do this again. Consider checking on an annual basis.
---Principal from St. Paul School would like his students to do a project on Rock Lake.
6. Committees Reports|
a. By-Laws – Term s of office
- The first meeting is Wednesday, October 13. Staggering RLIA terms is the first topic. Other minor mistakes in the By-Laws will also be considered. Other topics may be discussed as well.
- Consider when the membership term begin and ends, e.g., June 1 to May 31 vs. January 1 to December 31. This could be in the By-Laws or in procedures.
b. Publicity/Membership – Fall Festival
- Milt reported that a large number of people stopped at the RLIA booth. The focus this year was phosphorus and other contaminates getting into Rock Lake. Many t-shirts were sold.
- Listening sessions will be conducted (see below).
c. Making Waves
- There have been two Making Waves articles in the Lake Mills newspaper to date. The articles need to be 700 words or less. The articles will be on the web site.
- Consider reprinting Bob Wardall’s, chairman of Joint Rock lake Committee, article on pier registration
- Suggested articles on lake levels and what is a sensitive area?
d. Education
-Private Schools
- Johanna is talking to Lakeside and St. Pauls schools.
- Lake Mills Middle School
- Ken is talking with Ms. Nye on her lake project units in the Lake Mills Middle School. Ms. Nye would like to have a debate on lake issues in November for her students.
- Lake Mills High School
- Waterhouse Foods is doing a monthly science breakfast at the high school. Hope will discuss shore line restoration for May, 2011.
e. Listening Sessions for Property Owners – Dates and publicity
- Meetings at 6:30 PM on October 25, 26 and November 3 at the City Municipal Building.
- Publicity will try to e-mail all members who have given their e-mail with their membership.
f. Grant Committee Update, if available
- Larry reported that Sue Graham, Lake Management Coordinator, sent an e-mail on September 20 that the two RLIA grants are likely to be awarded. This will not be official until RLIA receives a letter from the DNR. There will be 29 large-scale applications that will be awarded and 17 applications will be denied.
g. Review of Management Plan and Long Range Planning
- Ken is looking for the spreadsheet that had listed the ranking of the projects on the Rock Lake Management Plan that previous RLIA Boards had completed.

8. New Business
- Cost of publicity ads for Listening Sessions. A motion to pay $210 for three consecutive ads in the Lake Mills Leader starting October 14 announcing the listening sessions was made by Larry and seconded by Barb. Motion carries.
- A motion for RLIA to cosponsor an aquatic plant workshop for the community with the DNR and Jefferson County was made by Hope and seconded by Joanna. Motion carries. Hope and Larry will work with the DNR and County professional to work out the details regarding the date and exact topics. We would like to video tape the session.
9. Other
- The next meeting is scheduled at 6:30 PM Monday, November 8, 2010.
- Newsletter – Andy suggested having a periodic newsletter that could be sent via e-mail. This could be a sub-committee of the Publicity Committee. Andy and Joanne Dennissen will consider.
- E-mail addresses – Ask membership for e-mail addresses in Making Waves and at the RLIA web site.

- A motion to adjourn was made by Larry and seconded by Joanna. Motion carries. The meeting was adorned at 8:05 PM. |
