1. Call to Order - Meeting was called to order by Ken Hobbs at 6:30 PM
Attendance – Board members present were: Johanna Chworowsky, Larry Clark, Carl Glassford, Ken Hobbs, Scott Johnson, Hope Oostdik, Andy Petraszak, Stan Smoniewski, Milt Strauss; Members Absent: Barbara Smith Baker
Review of the agenda – No changes were made to the agenda.

2. Secretary’s Report• A motion to approve the minutes of the August RLIA Board Meeting was made by Larry Clark and seconded by Carl Glassford. Motion carries.

3. Treasurer’s Report – Carl Glassford presented his report.

4. Public Comment • Jan Jenrich – Are membership numbers presented in the Treasurer’s Report correct? Membership figure appears to be low and needs to be checked. Carl Glassford and Betsy Delorey will look at the figures and the Excel calculations. • Joy Dennissen - Would like RLIA to address Eurasian milfoil this year. In particular, the Eurasian Milfoil in the sensitive area. She would also like to use the methods currently used in Madison lakes to be applied to Rock Lake. • Barb Gebhart – She notes that lakes in northern WI and northern MI which never had algae in past years have extensive algae this year. Rock Lake is not alone with this problem this year. Also, she would like to know how much the Zebra mussels contributed to this problem. • Carolyn Heidemann – How many municipalities have adopted counties shoreline zoning? • Bill Amann - Very concerned about the weeds in the lake and how we can control the weeds. • Joe Harcarik – He is willing to consider all of the options to control the weeds and algae? DNR is required to protect the lakes so RLIA will need to have a good case to use most of these options. He also suggests staggered terms. In terms of funding, he suggests people would consider giving to projects in addition to RLIA seeking grants. 5. Correspondence • Two letters from City Council in support of the two grants • E-mail from Ron Remus – Noticed grey moss on rocks on North shore which was not there before and appearance of oil on North shore. What is happening to bull frogs? It appears that there are fewer bull frogs. In Ron’s opinion, Rock Lake has deteriorated over the years. • Joint Lake Rock – Road salt: RLIA tested four wells and found chloride. Will RLIA continue to test for chloride?

6. Committees Appointed
a. Bylaws – Terms of office – Johanna Chworowsky, Barb Smith Baker, Jan Jenrich
b. Publicity – Hope Oostdik, Milt, Marty Krueger
c. Making Waves – Johanna Chworowsky
d. Membership – No Board members
e. Listening Sessions for Property Owners: While anyone can come, the focus will be on property owners in four regions: city, south, Korth neighborhood and town. The goal is to first listen to residents and secondly obtain ideas for grants and action items. The first meetings will take place starting in October/November. There will be a moderator and a scribe. The following people have been selected: Scott Johnson, Patty Goberville, Sheila Dana-VonRueden and Ken Hobbs.
F. Grant Committee – Larry Clark, Andy Petraszak, Carl Glassford, Joe Harcarik; Hope Oostdik will participate in some way.
G. Review of management plan and long range planning - Like to have a 10 minute presentation at the October Board meeting.
Motion to accept these appointments by Hope O and seconded by Andy Petraszak. Motion to withdraw the motion by Hope Oostdik and seconded by Andy Petraszak. Motion that the committee chairs present each month to the RLIA Board by Larry Clark and seconded Andy Petraszak. Motion carries.

7. Projects
a. Fall Festival, October 3 – Milt Strauss has applied for space at the Fall Festival; no charge for non-profits but space to non-profits is given after the paid spots are given. The festival is from 9:00 AM to 3:00 PM, two people per shift. Hope Oostdik and Milt Strauss will set up at 9:00 AM.
b. Grant and Consultant Update – Larry Clark and other RLIA Board members discussed the grants with Sue Graham. Originally Ms. Graham had scored each of the grants with 16 points each. Neil O’Reilly, the consultant, and Sue Graham worked on the grant to raise the initial score from 16 to 24 points. Ms. Graham submitted the grants on Sept 10 to DNR. Each grant has a preliminary score of 24 points; Ken Hobbs and Carl Glassford will be at the county meeting requesting their support. This may increase the score by 1 to 2 points. Sue Graham will need to justify her score to the DNR and persuade the DNR to accept her score. The DNR Board will make the final decision on the final score.
c. School project involvement – Stan Smoniewski reports that RLIA and school have had some years with more involvement and other years less involvement. He would like to energize this relationship with the principals and science teachers at the Lake Mills School district and at Lakeside. Johanna, Ken and Stan Smoniewski, Ginny Shear will spearhead this endeavor.
d. Odds and Ends • T-shirts • Place RLIA brochures in the holders at the five boat ramps on Rock Lake and community sites like City Hall and Town Hall. • Description of the committees and where we need volunteers on the web site and ask for volunteers

8. Old Business• None at this time

9. New Business
a. Web Site Review – Stan Smoniewski showed the current web site as well as the prior web site. Stan believes the current Web site is difficult to maintain and update. Stan will attempt to have a draft of a new template by the next meeting. Stan would like to make the navigation more intuitive with fewer navigation buttons to click on.
b. Email RLIA members - Suggestion that RLIA send announcements, articles for Making Waves and other newspaper articles sent to members who have given RLIA their e-mail address. Jan Jenrich is still getting the e-mails sent to the www.rocklLake.org. Stan Smoniewski will change to send this directly to Ken Hobbs.

10. Other Items • Next meeting is at 6:30 PM October 11, 2010
• A motion to adjourn the meeting by Carl Glassford and seconded by Milt Strauss was approved at 7:48 PM.
