08/24/2002 Annual Meeting

Treasurer’s Report – Distributed – Read – Total Assets $4,946.00President’s Report
Johanna Chworowsky, president, summarized the previous years activities, the RLIA goals and the direction of the Rock Lake Improvement Association. See attached report.Law Enforcement
Jefferson County – Bob Hense
∑ 8 deputies on lake patrol
∑ Use a fast Whaler and a PWC
∑ Rock River and Lake Koshkonong are their main patrol waters
∑ Have only been on Rock Lake 2-4 hours this year
∑ On water 2 days during the week and 1 day on the weekend
∑ Most time on the water is overtime for the deputies
∑ DNR compensates at 70% of straight time
DNR- Dave Walz
∑ On Rock Lake the least amount of time this year due to CWD and other business
∑ Will not go on Rock Lake when the Town of Lake Mills is patrolling it
∑ Reviews position of buoys and moorings
∑ Could use swim buoys at Fremont Street and Tyranena Park
∑ DNR Hot Line 1-800-TIP-WDNR
∑ Riparian can remove aquatic vegetation in a strip 30 ft wide as far out as they want. Note: Sensitive areas may not be allowed to do this without permission.
∑ Can deny launch of boats to stop spread of exotic species
Lake Mills Township Police - Pam
∑ From previous knowledge feels that a one direction law for skiing would work on Rock Lake
∑ Feels the Town should issue more citations
∑ Without a speed limit can give a ticket for imprudent speed
∑ The Town is on the lake at least 1 day on the weekend
City – Sergeant Selck
∑ The City can enforce the laws on the lake, but chose not to do so.
∑ Are willing to discuss augment the Town staff and share their boat.
Fish and Aquatic Plants
A report prepared by Laura Stremick was verbally summarized by Johanna and distributed. See attached.
Rock Lake Priority Project
A presentation was given by Patricia Cicero covering the following topics:
∑ Goals of Rock Lake Priority Project (reducing sediment & phosphorus delivery, restoring wetlands, helping farmers develop nutrient management plans)
∑ Cost sharing is available through 2004 to implement conservation practices (for farmers and shoreline owners)
∑ Participated in Rock Lake cleanup, development of shoreline packet, and other educational events
∑ Korth Park restorations are in planning stages for prairie, shoreline, and wetland restorations
∑ Aquatic plant survey completed last year - this year will be deciphering the data & writing an aquatic plant management plan
∑ Performed a zebra mussel survey with the DNR earlier in the year - no zebra mussels were found at north end boat launch or at another site on the east side of the lake. Hoping to do another survey at other locations (including Sandy Beach) in the fall.
∑ Announced a public listening session to obtain input from the public on lake problems and possible solutions. Session will be held on Saturday, Sept. 28th from 9-11am at the UW-Extension building.
