- All the Slow-No-Wake buoys in the lake were replaced
with brand new buoys.
- Stronger chains were used to keep the chains from
breaking as many did last year.
- The placement of some of the buoys is being reviewed.
- A new GPS that has 3 decimals was purchased to match
the accuracy of the DNRÕs and to improve the positioning of the buoys.
- The number of illegal Mooring buoys on the lake has
increased again this year. We are
reviewing the situation.
- A Slow-No-Wake had to be issued for the entire lake
this spring due to high water levels.
- The committee is working with the DNR, the City, the
Town and Jefferson County to improve the Dam management.
- The CityÕs pier ordinance is still on hold waiting for
a response from the DNR about establishing a ÒpierheadÓ.

- At the request of the Town we reviewed a proposal to
allow non-gas motors on Mud Lake.
- After reviewing the DNRÕs supportive position we voted
to for this proposal.
- The Town did not pass the proposal.
- A second year of boat traffic data was collected to
help determine lake capacity.
- Pete Ebbott and Stan Smoniewski represented the Joint
Committee at this annual convention.
- Pete Ebbott, the committee chairman, presented the committeeÕs annual report to the City Council and the Town Board.
- Our charter from the City and the Town calls for the
development of a long range plan for Rock Lake.
- The plan is in process as a joint management effort
with the RLIA.
- A request was made to the City and the Town to budget
$1,000 each for 2004 to help support this plan development. The Town Board authorized the
expenditure.
- After receiving and reviewing bid proposals from 4
outside consultants, we chose Patricia Cicero from the Jefferson County Land
and Water Conservation department as the Project Leader.
- The consultant bid proposals ranged from $15,620 to
$26,900.
- The maximum DNR grant is $10,000
- A grant was received in the amount of $9,997.50.
- The elements of the Plan include the Physical,
Chemical, Biological and Recreational Use Characteristics of Rock Lake and its
Watershed.
