Board Meeting             Chworowsky Residence

Minutes, December 10, 2003

Present:  Johanna Chworowsky, Jim Colegrove, Kevin Lehner, Stanley Smoniewski, Milt Strauss

Patricia Cicero was required to work this evening but board members were very appreciative of  the refreshments she supplied.  After refreshments and stimulating dialogue, Johanna called the meeting to order at 8:00 P. M.   An informal agenda included the following items:

Joint Rock Lake Committee

            Stan updated progress on the committee’s Long-Range Plan.  Of the 14 consultants who responded to the committee’s requests for proposals, to date, 4-5 have submitted proposal documents.  The Town of Lake Mills has contributed $1,000 towards the cost of the Plan and the City of Lake Mills has said that at least $500 would be available and possibly more if they can find budget money.

Korth Park

            Stan reported that the Korth Park summer school program needs funding and that a $5,000 grant will be applied for.

Application for 501(c)3 Status

            Documents will be completed by Milt with the assistance of Jim and Jennifer.  These documents should be complete for signatures at the January meeting.

By-laws Review

            By laws will be reviewed at the February meeting.  In the meantime Johanna will give a copy of the existing bylaws to Stan to put on the RLIA website so that all members will have a copy to examine before the February meeting.

Articles on Rock Lake Water Quality

            Much of the meeting was spent discussing articles that might be developed and printed in the newspapers and presented to local governments, service clubs and schools.  Kevin will lead this effort and has already assembled vital data that will be incorporated in these presentations.  The articles and presentations would be designed to make the area population more aware that there is much more rapid lake eutrophication than would ordinarily be expected. Water clarity in Rock Lake has been trending in a negative way and more study needs to be done particularly on phosphorus entry into the lake.   Kevin suggested that RLIA advocate for more research and involve local governments in helping control runoff into the lake.  He will work with Dave Marshall on data resources and identifying sources of  pollution.  Timing of these articles and presentations are expected to be in February and March.

Next Meeting

            Next meeting will be held on January 14 at 7:00 P.M. at the Library and will feature Kevin’s proposal for articles and presentations.
