ROCK LAKE IMPROVEMENT ASSOCIATION
Board meeting Minutes Feb. 21, 2007
Lake Mills Municipal Building at 7 p.m.
Present: Jim Colegrove, Johanna Chworowsky, Margaret Krueger, Stan Smoniewski, Karl Vonderohe, Tom Pezzi and Patricia Cicero.
Secretary’s Report – Meeting minutes for Jan.17, 2007 were approved with two corrections from Patricia. Under Long Range Plan for Rock Lake, second paragraph, second sentence was changed to “Grant proposals include: hiring a part-time boat launch attendant to examine boats for invasive species; assembling a booklet of county shoreland ordinances; and Red Cedar Lake rare fish species study.
Treasurer’s Report – Total assets were reported as $11,102.36, including Lake Management Account, $2,344.94; RLIA Checking, $4,627.61; and RLIA Savings, $4,129.81. Check numbers 504 and 505 have been voided as lost. Jim will reserve Lower Rock Lake Park shelter for RLIA annual meeting onAug. 25, 2007 at 10 a.m. Postcards will be updated with this information and sent to new/renewing members. A motion was made, seconded and carried to order 175 postcards which Jim will send out as membership dues arrive.
Committee Reports
Publicity/PR Committee – RLIA will have a display at Environmental Day at Lake Mills Middle School on April 21, 2007.
Rock Lake Joint Committee - Stan said the city’s Long Range Plan indicates the dam will be an issue in the future: a brochure with Rock Lake map and information is being prepared; voted to recommend to the Lake Mills Town Board that the ordinance prohibiting motorized vehicles on Rock Lake from 9 p.m. to 6 a.m. be enforced and this has been communicated to the board.
Long Range Plan for Rock Lake – Patricia said she has been communicating with the DNR about lake sampling. The sampling will begin in spring after a storm. She will have displays on the Long Range Plan and Korth Park at Environmental Day. She will attend the Wisconsin Association of Lakes workshop in Pewaukee Feb. 24.
Adopt-a-Lake – No report.
Old Business –City Shore Cover Ordinance. Patricia met with city officials and two changes were made to the ordinance. Permits under C.1. and D.1. will not be required. Ordinance will go to city Plan Commission April 23 and then Lake Mills City Council.
New Business – STTOP. A discussion was held but no action taken on a question of whether RLIA should act as the non-profit agent for funds for STTOP which is not a 501c3.
Input on Lowered Rock Lake Parking Lot Design – Patricia showed a plan, prepared by Ayers consulting firm, which includes designated parking for about 49 vehicles without trailers, 28 spaces for vehicles with trailers, walkway and trail to Upper Rock Lake Park, rain garden, detention basin, vegetated areas, and asphalt with some pervious pavement. The town funded the study, and the plan will go before the Jefferson County Parks Committee.
Outlet Dam – Patricia said the DNR held an enforcement meeting with city officials. Topics included weather and weekend-related issues; electronic device to help control water level; maintenance; and way to remove stuck boards.
Wisconsin Association of Lakes – RLIA renewed its membership for $235; and a motion was made, seconded and carried to donate $250 to the WAL Legal Action Fund.
